The sustainability strategy of the Tyrolean government published in 2012 deals with various specific fields of action for sustainable development in the region of Tyrol. This includes the field of action of space and spatial planning. The sustainability strategy deals with the challenges, objectives and measures of sustainable use of land, considering the needs of society, economy and nature.
In 2012, the Tyrolean regional government was the first Austrian region to draw up its own sustainability strategy and with it, it adopted a working plan for future-oriented regional development. This is intended to ensure that the balance between ecological, economic and social interests is taken into account in all political decisions and projects. "Regional planning and spatial development" are also part of this sustainability strategy.
The central challenge of spatial planning is to enable the best possible social and economic development in a confined space while at the same time respecting the sensitivity and limits of the natural environment. As the settlement and economic space in Tyrol is particularly limited due to the mountains (12% permanent settlement space), it is important to make the best possible use of this space.
The sustainability strategy of the province of Tyrol shows the objectives and measures for this purpose and underpins them with best-practice examples. The basis for the sustainability strategy for regional planning is provided by the Tyrolean Regional Planning Act 2011 in §§ 1 and 27 and the regional planning plan "FutureSpace Tyrol 2011", which deals specifically with the spatial development goals of Tyrol and makes concrete statements in this regard. In addition to ensuring the functional, social and design quality of the settlements, the goals of the sustainability strategy also include the consistent implementation and further development of FutureSpace Tirol_2011.
Die Tiroler Landesregierung hat im Jahr 2012 als erstes österreichisches Bundesland eine eigene Nachhaltigkeitsstrategie verfasst und damit einen Handlungsrahmen für eine zukunftsorientierte Landesentwicklung beschlossen.
Damit soll bei allen politischen Entscheidungen und Vorhaben die Balance zwischen ökologischen, wirtschaftlichen und sozialen Interessen berücksichtigt werden. Teil dieser Nachhaltigkeitsstrategie ist auch die „Raumordnung und Raumentwicklung“. Die zentrale Herausforderung der Raumplanung ist es, auf engem Raum eine bestmögliche gesellschaftliche und wirtschaftliche Entwicklung bei gleichzeitigem Respekt vor der Sensibilität und den Grenzen des Naturraumes zu ermöglichen. Da in Tirol der Siedlungs- und Wirtschaftsraum auf Grund des Gebirges besonders beengt ist (12% Dauersiedlungsraum), gilt es diesen bestmöglich zu nutzen.
Die Nachhaltigkeitsstrategie des Landes Tirol zeigt dazu die Ziele und Maßnahmen auf und unterlegt diese mit Best-practice-Beispielen. Als Grundlage für die Nachhaltigkeitsstrategie zur Raumordnung dienen das Tiroler Raumordnungsgesetz 2011 in den §§ 1 und 27 und der Raumordnungsplan „ZukunftsRaum Tirol 2011“, welcher sich konkret mit den räumlichen Entwicklungszielen Tirols befasst und hierzu konkrete Aussagen trifft. Neben der Gewährleistung der funktionellen, sozialen und gestalterischen Qualität der Siedlungen gehört unter anderem auch die konsequente Umsetzung und Weiterentwicklung des ZukunftsRaum Tirol_2011 zu den Zielen der Nachhaltigkeitsstrategie.
